Thoughts? It's not really clear in the video, but it sounds like they are proposing a regular application for a license, rather than just a priority list ranking. So you would front the money and receive a license when the draw is completed.

Didn't follow the link, but I probably wouldn't apply if It was like the Sheep and Moose Draw. I apply for the priority list because it is a cheap long shot. I wouldn't want to tie up the tag fee.

I would be curious to know how many non-residents turn down their opportunity under the current system. Is there a guaranteed non-resident quota now? Will there be a non-resident guarantee in the new draw process?
