Eric didn't do anything. The bill was amended in the senate, which was the house of origin, after MOGA had asked for the amendment to exclude private land that is not enrolled in a public access program.
The committee had a choice: adopt the amendment or not. They adopted the amendment in committee unanimously, and it passed the Senate 40-9. It died in the House committee for whatever reason (you can watch the executive action and see the vote count), but then it was magically brought back to life and passed the legisislature.
I'd say we should be happy that the sponsor and co-sponsor were willing to work with the stakeholders in the landowner, outfitting and hunting communities to draft a bill that had meaningful impact in terms of improving the quality of the hunt for Montanans.
