Leftover Tags to Non Residents

Anyone ever requested data from CPW regarding how many reissued tags are sold to non residents? I asked the question through their online portal and was told I need to submit a Colorado Open Records Act Request. Based on what I am seeing online, there might be a cost associated with that request so I thought I would ask on here first to see if this was information someone on here already knew.

I know Colorado used to favor residents for an hour or so several years ago when putting leftover tags up for sale. That preference has seemed to disappear over the last several years and I'm wanting to see what that has meant for who is actually getting these tags.
 
Ive done FOIA requests before here in NV. Most of the time, if you just have what amounts to a small data set, and it can be sent electronically, there's no fee.

Fees apply, IME, when there is a crazy amount of data to be had, which, like digging into archives and taking a large amount of staff time, if you want hard copies, or some other odd thing.

Do the FOIA request, they'll send you what it will cost and you make a decision, or just email you the data.

Pretty simple really.
 
I have also been wondering about non resident favoritism for reissued tags and why the money grab for putting “reissue” tags for a season that has already started….
 
I’m a resident, just got back from filling two third season reissue tags. I know a lot of residents and nr that have gotten tags.

If I had to guess it’s likely proportional to r/nr that apply in the normal draw. It would be interesting to see the data but everything is changing in a couple years anyways.
 
Yeah, 2028 will make this question mostly moot but not entirely. Tags that are returned within 2 weeks of the season start date will still go through this same process. My guess is that the % going to non-residents through the reissue list is higher than through the normal draw, mostly because the allocation percentages are turned off so there is no limit for non-residents
 
It would be a free request, i'm sure. I've requested similar things at no cost, probably even larger data sets.

CPW has no control over how many reissue goes to R v. NR. Entirely depends on who is trying to get them and that is sociological randomness.

My guess is more go to R. Probably more Rs try given their proximity to the units and ability to go hunt them on a dime.

I'm not bothered either way, other than I've had hell trying to get one this year after a string of like 4 years in a row having no problem getting one.
 
Yeah, they seemed to have changed things a month or two into leftover season this year and once they did that, I haven't been able to get to the add to cart screen. Even week to week it has seemed to be different with their dwell if you click too frequently. I've made the request so we'll see where it takes me

The website stated that they were implementing things to prevent the auto clickers from getting all the tags. I got both of my tags after the changes.
