Last session, the legislature did many things relative to upland bird hunting that should start to bear fruit next season:

1.) Resident priority for prairie grouse and pheasant (10 days)
2.) Increased tools for regulating dog trainers
3.) Increased the NR Upland license to be one of the most expensive in the west, if not the most expensive.

I'd be curious to see the numbers in January of how many upland licenses were sold to NR between the 3 day and the season. That area has seen significant growth over the last decade.

Did anyone ever try to establish a cap? Perhaps if someone had years ago this wouldnt have happened.

Oh - i was just thinking of where the demand came from, who was filling up the bma books/properties, and what caused a lot of expense relative to cost to public resource (NR bird hunters).

Rather than just see every single thing as an attack on your opportunities - consider what youd have to pay to hunt relative to them. A NR upland 3 day is 50 bucks and all season 110. How many BMAs and public do they hunt in a week vs an elk/mule deer hunter? Its not like they go home when they harvest a bird.

Its not hard to see where a NR upland hunter is using more in BMA funding than what they are paying for. Much akin to the R hunters you hate.
 
I know a shitload of nonresident hunters I’d prefer to see here hunting than an even greater amount of douchbag residents, just saying.
No doubt. Ive helped several.

Doesnt mean the door can sustainably be open for pennies. The people we screw the most are people who paid 1000+ to come hunt to have it clapped out by people chasing pheasants that - relative to other NR - didnt pay their share.
 
Wouldn’t be too hard to figure out out. Get the total BMA hunter days for upland licenses and total BMA hunter days for deer and elk hunters.

Who cares how many days they spend on public land? That doesn’t cost anyone a dime. The BMA hunters per day and license money contributed per hunter day is what’s relevant.

Raise the price. I pay more for other states than I do MT, although the R there also pay more so proportionally it’s probably similar.
 
If a 3 day NR BMA hunter visits 3 properties - the landowners received more than the lic cost. Only takes 6 visits on a regular NR upland lic. Especially considering theres no limit on OTC NR bird hunters.

Even if you could find the statistics, do easy math, some people will be too dense to get it though.

There is a cap of 12K NR Upland licensees that does not get met, IIRC.
Where is that established? I dont see that.

Perhaps either making bird hunters pay an additional use fee, per bma, and/or drastically cutting their numbers would help. Its near obvious theyre using more BMA than they are paying for.
 
BMA payments are still capped, no? It might not be as big an issue as one might think.

On second thought - thanks for the solution. Bird hunters should be free to goto BMAs that already exceeded their cap of payments. At least they arent bleeding out more money then they are spending then.
