No. Paint was peeling along joints. In summer I retaped and put on joint compound, sanded, primed, and painted. And this…sure it was a half-asses job because it was a garage and in the ceiling but 6 months?

We honeymoon'd across the river from you and they had those. Needless to say we never looked up (at least I sure as hell didn't) However then entire time I was waiting to knock one off the ceiling and fall and kill me.

I need to start with 4in more of insulation. Moisture and temperature change is the problem. But agree, Kilz is the best bet for primer. But it can only do so much.

You may want to try visqueen. Again consult someone more experienced than me. I just wing shit.

At that point, it's probably going to be easier to remove the damage and start over. Check the drywall. It will be "granular" if water damaged. mtmuley

Didn't we just cover stuff like this on another thread? I'm with @Nick87, that pic gives me heartburn-peeling ceiling, boob light in the bathroom, no exhaust fan, the crown moulding, and the brown hotel tile. All of it needs redone. All. Of. It.
