Colorado Leftover Tags

Can Someone explain to me how a unit could have leftover tags available but yet all the tags were drawn in the initial drawing? If Im looking at the stats correctly it even appears that 2 people applied with 1 pp and they didn't get drawn but yet now there are 7 leftover tags? my thoughts are maybe 7 people drew the tag but then decided they don't want that tag so they contacted the CWP?

They are returned tags.

Yes returned and probably a few that credit cards didn’t go through and missed the payment deadline.
