WY APP QUESTION

This mite have been asked a gazillion time, but here goes again. Sven and Ole and Lena and Olga are going to hunt antelope in WY with 150 tags available in area SOLO. They plan to apply as a party. Are all 4 names in the drawing pool or just one name? Methinks it's one name. One name represents 4 tags so they have the same draw odds as all of the others in the pool.
The drawing proceeds and after 146 tags are filled they are still SOL. #147 fills and still zilch. #148 and # 149 get filled and still nuttin. Last draw and bingo. Each gets a tag with a total of 153 tags issued. Sound correct?
 
Every name is in the "pool", however, all 4 will have the same random number so in practice, they are one app. Because the computer goes up from zero, one random number at a time, everyone in the party will have the same odds. Others in the pool, have slightly skewed odds because some are individuals and some are party's, and their odds change dynamically as tags are issued, reducing the overall pool of tags.
If the party app is the last drawn, for the remaining tags, WY will fill the entire party by over allocating, then come back later and square things up to meet the 80/20 res/nr quota.

You can see the over allocation of a party app in the demand report, where the tags "issued" is greater than the tag "quota". All members of the party are shown in the "first choice applicants" column, and their points are the point average of the party.

I was talking with someone today who didn't believe that they would over-allocate. For an area where residents usually don't fill their allocation, demand info is kind of silly IMO since those unfilled tags generally roll into the NR allocation. 80:20 is the initial allocation, but may not be the final when the whistle blows.

For the OP, the question you asked can be summed up into one short question of “will X state over allocate tags for a group application?”. It’s a good question because many states will not. If you are dealing with limited tags, it sometimes drives you to apply as an individual instead (and the group can still tag along for fun).

So applying as a group doesn't always guarantee a tag for everyone in the group? Seems that should be plainly stated on the app form. If all 4 in the group have the same random draw number then who or what decides which of the 4 gets the tag. Should be an all or none IMO. Have not aplied as a group in many years. Mite have to check with my old contact at WGF.

Practically speaking it won't make a whit of difference if 3 extra antelope would be taken from an area.

In WY it does. If there are 4 in your group but when your parties number is drawn they only have 2 tags left they will allocate 2 more than the quota. They will then reassess the allocation number for residents, to ensure that res/nr percentages are correct.

I think what he was saying is that not every state views it the same as Wyo and will not over allocate. Don't know if that is correct as I don't party apply anywhere.

If a state doesn’t over allocate, then the entire group won’t get tags and they will move to the next application. They will not just give one tag to a member of the group. I agree that issuing an additional 3 tags shouldn’t matter, but this is the policy of some states (like New Mexico I believe).
