Not to me, probably reflects drought conditions and a need to give the animals some cushion because of those conditions.

Nevada has done a great job growing its antelope herd in my lifetime but they've started to see some decline so deduction is appropriate.

Also, notably, sheep tags didn't take much of a hit.

For sure, epic outdoors podcast highlighted the drought with the deputy director at NDOW. Draw the 24th results by 1130-midnight the 25th.
