To all,

I'm trying to compile some information on the percentage of Non-resident hunters that individual states allow for limited entry tags. All species.

I'd like to know especially for the states close to Montana, but all western states would be nice.

I could spend the rest of the day sending e-mails and making calls to every states game dept. but thought I'd hit you guys up too.

Wyoming gives at least 25% of all tags to NR hunters in the limited quota units for elk, deer, pronghorn, sheep, moose, goat, and bison.

Thats across the board for both antlered and antlerless permits.

Theres also about 3300 General elk tags given.

Theres also region specific NR general deer tags...several thousand of those as well.

I also know that nearly 60% of the total pronghorn licenses in Wyoming go to NR hunters (the NR purchase a majority of the leftover tags each year).

Wyoming is very generous to the NR hunters...almost too generous.
 
I can help with ND.

Elk, Sheep, and Moose- No NR tags other than auction tag. (OIL for residents)

MD Archery- G&F allocates a percentage of R tags for any deer. NORMALLY fairly easy to get, but tag #'s have been cut for R's.

WT Archery- G&F allocates a percentage of R tags for WT deer. Pretty easy to get.

MD & WT-Buck Rifle- PP system per unit. Long odds.

Deer, Elk, Pronghorn: Non-residents receive 35% of limited licenses in units requiring 5 or fewer preference points to draw, averaged over the previous 3 year. They receive 20% of limited licenses in units taking 6 or more points to draw.

Moose, sheep, mountain goat: 10% of available licenses.

I don't think that is exactly correct, although I'd have to look it up. As you pointed out, non-residents end up with a larger percentage of many tags than the minimum they are required to receive in many cases. Wyoming is one of the most generous states in the west for non-residents.
 
Idaho gives up to 10 percent to NR for all species. It is a random draw in which the NR are put into the same hat as the R. NR can draw anywhere from 0 percent to10 percent of the tags.
 
Here's what I found on WY. This is what is required to be offered in the initial drawing.

Pronghorn: Buck and doe/fawn, 20%
Deer: Buck and doe/fawn, 20%
Elk: Bull and cow/calf, 16% of the limited quota licenses, a total of 7,250 non-resident licenses. General licenses will be issued up to the 7,250 quota after the limited quota license draw.
Moose: 20%
Mountain goat: 25%
Bison: 20%

Yeah, I know its not exactly correct...but I couldnt find the exact percentages quickly and it takes quite a bit of time to do looking at the draw odds.

For a pretty close number, in general, about 25% of the available tags go to NR's. Then just add in the general elk and region specific deer tags.

Leftover deer, elk, and pronghorn add a bunch more to the total.

It wouldnt surprise me at all if NR's get close to 50% of the total deer, elk, and pronghorn permits in Wyoming when taking into account the leftover tags????

I would agree with that for sure. You can't swing your.....rifle without hitting a non-resident in WY. :D

Thats OK...if it werent for NR's, the WYG&F would really be in the shit financially.

I'm not complaining about the number of NR's...and any resident that does, deserves a kick to the sack.

Theres so much opporunity for resident hunters in Wyoming its really hard to believe.
 
Another thing to point out about Colorado is that they sell unlimited bull elk tags to non-residents, over the counter, good in about 93 units.
 
Alaska

Unlimited EVERYTHING for non-residents. There are only a handful of sheep draw units that have a quota for NR, and its about 20-25%.
