Changes to ESA rules

That is a fantastic success story (one of many), but outlawing DDT in 1972 was likely the biggest factor in the recovery of bald eagles. The ESA did not exist yet.

Regardless, that image you posted showing their recovery kicks ass. They’re all over now, but I can still remember seeing my first one. It was a very big deal to even see one back then.
The 1973 act did not exist, but the 1966 Endangered Species Protection Act did - just as a point of clarification.
 
Is the new governor going to be more open to wolf delisting and regulated hunting than Walz?

Well Amy Klobuchar stands a good chance at being the next Governor just because she is a democrat. She has authored numerous bills to delist the wolf and let the state's manage them. I don't know if she is on record saying she supports a hunting season or not, but it seems likely given her efforts to delist them. As for the republican candidate (Qualls), I don't know. Certainly something I would like to see them both answer directly.
