Agreed. I wonder if some guys have been unable to even try and purchase a leftover right when they went on sale. If you're a construction worker or something and can't be at a computer right at 10 am to try and get the tag you want, it could very well be gone by noon. I think if you are successful in the initial draw, unsuccessful guys should have first chance at leftovers.
