SB21-150 Reserve Big Game Hunting Licenses For Residents

Is anyone actually upset with the proposed changes? As it stands most of the OTC opportunities are absolute shit shows. Is anything better than the status quo? Yes. Should Res caps be considered? Yes, but that doesn’t prevent me from considering this Bill is a step in the right direction.

For all elk, deer, and pronghorn licenses issued without a limited draw (think OTC elk or archery pronghorn), "the Division shall not sell more than one-quarter of the type of elk, deer, or pronghorn licenses to nonresidents than the average number of the type of elk, deer, or pronghorn licenses that were issued over the last three years." This essentially creates an OTC with caps on NR.
One thing I will point out with this is what happens to the cost of a license when the non-residents are not paying as much? You know they will use this as an excuse to raise license costs for the residents.

honestly, i think my only problems with it after the last amedments i'm aware of would be the averaging of PPs and i don't think it's really fair to cap OTC to NR and not R.

i don't even think it's remotely a stretch to say that a lot of OTC crowding is an R problem.

How long will it be till we see ads on craigslist for a guy with 22 points willing to join a group of hunters to bring up their average so they can draw? Guy will get his hunt paid for free meals plus some nice spending cash in the end.
 
To be clear, the proposed amendments I posted above have not been made yet. It was just something that was circulated by one of the bill sponsors.

Monster Muley web guy was trading pictures of bucks in WY and perhaps GPS coordinates for an agreement for joint application with high point hunter as WY does average. Allegedly. Was a big stink as that was the only way he could hunt that general unit every year and he heavily scouted there yearly anyway as a side hustle but was not set up as a WY-registered guide nor outfitter. Allegedly. Commerce on Federal lands was mentioned. Anyway, point averaging was abused in UT where you could find someone with higher point numbers then apply as party then the other guy could drop out and get points restored while you hunted. UT changed the game eventually so every kept the tag or everyone lost the points. Grandma was building points for the family! Good times.

Oh, get rid of point systems and mirco-managing of human behavior is not needed for party applications. And no need to wonder if is a 6 point unit. You can put in wait periods for anyone that draws a tag to instill fairness. Of course, max point guy wants his fairness locked in as chases the golden tag while point creep distorts application behavior that drives up OTC pressure and creates an explicitly unfair system for new entrants into the points creep game including the grandkid of max point guy. I need to tell the Vegas casinos that my 10 prior years of not hitting the jackpot need to be accounted next year for so my odds increase versus a first time Vegas visitor. Fairness!!!! I will let you know what the Pit Boss says re my proposed Point System for a currently random system that needs tweaked to create different odds based on prior years of not winning.

Im betting it wont be the final bill of course but I also bet its pretty close to what they will end up with. I like the idea of more resident licenses but I dislike the idea of paying $100 for an elk license. If they cap OTC bull tags to non residents no way we don't pay a bunch more money for licenses.
 
This bill was DOA. Sponsors asked for it to be postponed indefinitely.

There were points made in the hearing that the CPW Commission NEEDS to take up the issue. Colorado Outfitters Association testified that they want to make sure they are at the table because hundreds of jobs are on the line.
