REPORT ILLEGAL CELLULAR TRAIL CAMERAS?

So yesterday, I took my son out to set a trail camera. I noticed when I got to that location, someone else had already set a cellular trail camera. These are illegal here in New Mexico. Would I be a tattle tell for reporting it? If they will break the law this far, what else will they do? I am not questioning this because of the frustration of them being here before me. I ran a camera on the same spot last year and know what kind of deer are there. I would love to run cellular cameras myself. Ignorance is no excuse for the law they say. Leave the guy a note, forget about it and move on... Idk!
 
My question is can a cellular trail camera be used like a regular trail camera if it is not hooked up to internet ? Or won't it function.
Regulation in MT uses the word “capable” (I believe) to make it clear that simply turning off the transmission capability doesn’t make its use ok during hunting season. Not sure about the language in NM, but you may want to check the specifics.

I’d recommend leaving a note on it or reporting. I’m not a fan of damaging other people’s property as sometimes gets recommended in these threads.

So I would opine that turning it off does not make it OK. But as stated by @WapitiBob, there’s a loophole that can possibly be exploited regarding the purpose.
 
Hire somebody that trains animals and have them make a tame grizzly go in front of the camera. Bonus if they have it set to video or multiple shots and they can get you being chased by the grizz.
 
Just make you're presence known by it and maybe he will take it down if not then get a old camera and put it infront of his 🤷 have some fun with it.
 
I have seen them in use in NM in front of bait and scent. Most likely nefarious in nature. If it stays up during the beginning of the season, I would make a call. Not fair chase in my opinion.
