But it says the charges were dismissed it may or may not be disclosed in the civil case.
Yes, but I’m thinking in general terms. If the CO knows the information was obtained by a third party, in violation of state law, I would think rules of discovery would dictate that fact must be shared as exculpatory information.
 
Generally, it is not exculpatory. If a third party finds a body in your back yard and reports it to police, even if they unlawfully trespass to get there, it is not exculpatory. “Tending to clear from charge or guilt”
4th amendment and exclusions don’t apply to acts by neighbors.
