NM Federal Land Transfer!

I’ll plug this now for anyone who’s still debating if states are capable of retaining land put into care of the State.
 
Anywhere there is State Trust Land in the several western states, it is owned wholly by the State. Entities from the same State such as game management agencies or State Parks may lease use of the surface land and water through some term financial agreement with the landowner.

Or, as with the Nevada example, sell it all. 4,000,000 acres initially granted to the State to dispose of as they saw fit in perpetuity of education. Now Nevada has some 2,900 acres remaining.
