I watched a Backcountry College video in YouTube about navigation using a map and compass. It made sense to me but I have a question about declination. A map I have said the declination changes approximately 00* 07' West per year. My question is, if it changes a certain amount per year the same direction, wouldn't magnetic north eventually become magnetic south over time?
 
Its never constant in one direction. It's more of an oscilation, but even that is not constant in its motion. As mentioned before, plate techtonics is beleived to change it.
