I thought the deadline for an appeal has already passed. When’s the deadline?
 
Im not an attorney, but I believe that most states prohibit landlocked property. This is truly a mess, but as I see it, private land owners are preventing me from using public property. So the private landowner can use this property but nobody else can access it? Insane.That's where the private owner's rights are out of control. How could this exist? What if the landlocked land was owned by a private owner? What laws would kick in to prevent this mess?

The unfortunate part about the checkerboard situation is that the US government landlocked themselves/us. They issued patents in a checkerboard pattern, often in the form of RR land grants and didn’t reserve access to the retained sections.

It varies state by state but yes, when dividing private lands it is generally not good practice/not allowed to create parcels without access.
