Idaho NR vs. Outfitter tag allocations

My friend brought it to my attention some of the number of tag allocations for certain units seemed quite in favor of outfitters compared to NR tags.

For instance, in the Pioneer zone for A tags there are 155 NR tags and 145 outfitter tags. Middle Fork has 174 vs. 209. How and when did this come to be?
I'm not sure if there is some statute, but 40+% of the tags going to outfitters seems crazy. I must be interpreting this wrong.

You’re not interpreting it wrong. It’s a crazy number in some areas, crazier still when in the past a large percentage of allocated tags weren’t used by outfitters but instead were sold otc after a certain date. I especially like the outfitters advertising to just get you a tag but provide no services beyond that at a profit. This drives me crazy. I’ve never understood how they can get away with this. It’s supposed to be mandatory that these tags are used for hunting with an outfitter. Now the outfiitters are simply tag brokers???? It’s BS.

Just looked at one of the best controlled elk hunts in the state, it gets one outfitter tag a year. Since 2014 a person has only applied for it in the draw twice. The other years the outfitter has essentially been able to sell or designate the hunt/tag at their pleasure after the draw.

That’s such a crock. And they wonder why there’s animosity towards the outfitters.

How difficult is the process for a resident (or even non-resident) to get an outfitter license with the state to become eligible for that tag? It WI, getting an outfitter license is a pretty easy process and costs $40/year. You just need to fill out some paperwork, submit some information and go through an approval process which took about a month for me including a quick phone interview.

Hard. Hunting outfitters have exclusive use areas. There are few, if any, spots open.
