Idaho NR vs. Outfitter tag allocations

My friend brought it to my attention some of the number of tag allocations for certain units seemed quite in favor of outfitters compared to NR tags.

For instance, in the Pioneer zone for A tags there are 155 NR tags and 145 outfitter tags. Middle Fork has 174 vs. 209. How and when did this come to be?
I'm not sure if there is some statute, but 40+% of the tags going to outfitters seems crazy. I must be interpreting this wrong.

You’re not interpreting it wrong. It’s a crazy number in some areas, crazier still when in the past a large percentage of allocated tags weren’t used by outfitters but instead were sold otc after a certain date. I especially like the outfitters advertising to just get you a tag but provide no services beyond that at a profit. If you really want to hurt your head check out the draw odds for outfitter allocated controlled hunt tags
