Hunting off the interstate

So in Wyoming, let's say you're driving down the interstate and happen to see an antelope on some public land that borders the road, can you pull over and shoot it? And can you just pop it out the window??? Just kidding... Here's my real question, let's say that there is a chunk of public land where an interstate runs through a corner of it and that is the only main, legal road that intersects the public land. Could you pull over into the ditch and then walk out onto the public land and hunt? I'm really digging deep for options to make a leftover tag work.......
