Hunting is an activity we participate in. Many companies produce products and offer services used for hunting,

Outfitting is a service industry
Television production is an industry
Outdoor equipment manufacturing is an industry

However, in and of itself hunting is not an industry.

That is all.
 
And in 1978, the United States Supreme Court agreed with you in the case of Baldwin v. Commissioner, where Montana was sued by Baldwin, under the Interstate Commerce rules, claiming hunting was interstate commerce, therefore MT could not charge non-residents more than residents.

Baldwin got sized for a 4XL asshat, when the USSC state that hunting was not commerce, therefore the Interstate Commerce Provisions did NOT apply. They went on to say that their exists other enterprises built around the activity of hunting, but the hunt itself is not commerce.
