That's a hosed rule... Sure, it's been on the books for who knows when though this BS unnecessary roughness/personal foul rule (unless DQ's) are wiped clean regardless how many penalties each team causes. It should be called based on the qty of penalties...

IMO, build the yards and let the chips fall for all fouls involved.
Anyone know why it's called as it is? About as, if not more screwy than the OT rule, first possession TD wins game.

Mine was an ‘elk-aholic’ t-shirt with cartoon of giant elk. I had only ever killed cows, but got worn for every game
