There are a number of federal laws that require an individual to provide a SSN. The most similar law to CGS § 4a-78 is 42 USC § 666(a)(13), which lists several procedures every state must have to improve the effectiveness of child support enforcement. It requires that a SSN be provided on:

1. any application for a professional license, driver's license, occupational license, recreational license, or marriage license;

MT also has it on their website an SSN is required to buy a fishing/hunting license. Unsure why you would be an exception.

CO Rev Stat § 26-13-126

There are state laws that allow agencies to revoke license for failure to pay child support. There aren't for the activities you suggested. These are laws passed by each state individually and have absolutely nothing to do with the federal government.

The federal government has nothing to do with state fish and game agencies. For better or worse your SSN has become everyone's unique identifier and that's why it's commonly used.

Here's the problem with driver's licenses, when you apply for a driver's license you are assigned a number in that state. If you move your assigned a new one for that state, that change makes them difficult to use. Not to mention the fact that these numbers aren't standardized in length, characters, etc.

Also given the interstate wildlife violator compact how are states supposed to tract and report poaching without a SSN?

When the gov't is looking for people to pinch, they often check out HT and look for a'holes to track them down with IP address and cross-referencing SSN. They know who you are and bad things are right around the corner.

As many as let you buy a firearm from an FFL without giving your name. What's your point? You said "You don't HAVE to give your SSN to anybody because you don't HAVE to buy a hunting license, it's a privilege to hunt in any state." Well, you don't HAVE to give your name to an FFL because you don't HAVE to buy a firearm. But there's a distinction and legal delineation between a privilege and a right. 22 states have a legal right to hunt and fish written into their constitutions. Would you argue that owning a firearm is a "privilege" and not a "right" because there are some stipulations associated with doing so?

A number of states require a social or part of a social to get a CCW. Texas gladly dropped the SSN block from its CCW application in 2014 altogether. Certainly, there are deadbeats who like to spend child support money on guns and other fun shooting stuff.

At this point privacy is an illusion. A few bucks worth of bitcoin and you can get all the soc. sec. #s you need online. Connecting DL#s, SocSec #, and the like to email addresses, mailing addresses and cell phone numbers makes it so if you have one you pretty much can get them all. Keep your passwords super secure so folks don't empty your accounts, but don't lose sleep over a legit govt agency asking for such a now mundane piece of data - the horse has left the barn on this long ago.

Yes Tom. Owning a firearm is one of the rights enumerated in the Constitution. It's very similar to the way the right to hunt and fish is listed in the constitutions of 22 states. Article IX, Section 7 of the Montana Constitution states "The opportunity to harvest wild fish and wild game animals is a heritage that shall forever be preserved to the individual citizens of the state."

You don't need to give a SSN to buy a gun from an FFL. Ok. You do need to give your name, date of birth, place of birth, and address. Do you know why? It's so the FBI knows who you are, and they can check to see if you have a disqualifying criminal record in the National Instant Criminal Background Check System. Do you think not providing your phone number means they don't know who you are? Not providing a social security number?

So the answer is ZERO because we're talking about hunting and fishing licenses here not firearms.
You don't need a firearm to go fishing but you DO need a fishing license and you will have to disclose your SSN in order to buy one to have access to your so called "right".
