The article I read about this same incident said that people saw it happening and called 911... Stupid people could have saved her life if they had just started yelling and clapping their hands at those coyotes. Probably too scared to even try...
I've scared them off of dogs more than once doing that sort of thing... even at night. One night about midnight I heard a neighbor's dog bellowing like he was scared out of his mind just over the fence on the ranch next door. About the same time the coyotes started yipping and howling out there too. I was outside so I just started yelling at them and clapping my hands real loud. Everything got quiet and the neighbor's dog got home safely.

coyotes...other than them culling feral cats I cant think of a single reason not to shoot them...I can clear the feral cat problem too...same solution...boom!
years back I jumped a coyote while still hunting for deer...I was going to let it go...then it turned and growled at me...I shot it (and any I can since) dead in its tracks.
