Wyoming draw system question

Can someone chime in and explain the Wyoming draw system for elk. More specifically, how does it work, example I put in for a limited hunt area first choice, a general area second choice. Does the draw go thru everyones first choice or if your application is picked to look at does it go thru your choices from 1st to 2nd and if there is no tag for the 1st go directly to your 2nd choice and so on?
