Transferring montana tag

My brother father and I put in for the montana draw but we dident get drawn. We put in for the alternate list and my brother is number 20 in the alternate list but we want my father to have the tag instead is there a way to transfer the tag to him if my brother receives one?

I guess the tag is non transferable
