As is common in western states, almost all streambeds are privately held. Wyoming does have recreation areas (private lands open to the public, the last time I looked they were able to be seen on OnX with the correct filtering.
There are two hatcheries available for self guided tours (business hours) with the brood fish and larger stockers on the north side of the highway. The east side hatchery road leads to the old canyon highway, with public access to TenSleep creek.
There are a number of higher elevation lakes and streams on forest lands. Most of the fishing will be north of highway 16.

Please be careful if you are a nonresident as you adventure northwards, as you may enter the Cloud Peak wilderness area and get eaten by the nonresident eating monsters that Wyoming warns us about.

In ten sleep not.much fishing but go towards the bighorns and there is some oublic access just out of town.
Go over bughorns and after you go over the top, take a right through crazy woman canyon and doen to muddy guard 1 reservoir. Managed for 20+ inch trout, fly or lures only
Go the other way to thermop and you can wade the bighorn. Below the reservation or abive the reservation by the campgrounds. Good wade fly fishing
Again, above only if water levels and water temps are suitable to healthy enough fish for them to survive being caught
