Some questions regarding the 28 nosler

My dad has a ranch hunt in colorado this year, and im going to try to make up a load for his 28. Shots should be short to medium range, but the man out there said you need to be able to anchor an elk because the neighbors aren't going to let you cross over to get your bull if it jumps the fence. The 28 nos is going roughly 1.6 billion fps, so im not worried about expanding at distance my main concern is a bullet that wont turn into dust if he ends up with a close shot.

All that said im looking at suggestions for a heavy bullet to shoot out 1:8 7mm that will quickly incapacitate an elk, but still give a good exit.

There are many great options out there. I would either go with a mono or a bonded bullet.

I've used Barnes TSX, TTSX, and LRX to good effect. I haven't taken game with Hammer bullets yet but loaded some for my wife's rifle and they are very accurate. I killed an elk and several deer with Hornady GMX also.

For bonded I used Nosler Accubonds in the past to good effect. There is also the tried and true Partition.

Again there are over a dozen good options out there nowadays.
 
Double lung an elk with a good bullet and it’ll go 50 yards, caliber doesn’t matter. Last elk I shot with a 257 Roberts went 20 yards.

Pick a caliber you can shoot.
 
143 hammers worked well on Elk out of my 7stw which is a twin to the 28. Berger 195's were fantastic. I wouldn't shoot a heavy solid.
