Apply in NM, and if you dont get drawn there, you can always do a deer/elk combo in Mt. My brother and I hunt here every year, and have never had a problem with the grizzlys. many areas with good hunting are close to small towns, where you could either stay at a motel or campground, and likely have cell service to call and check in at night as well.
