Nevada Draw System

I'm not really sure how the actual draw system works here in Nevada. I know of a family that seems to draw, for whatever they apply for every year. They could probably write in for a walrus tag outside of Vegas and get it. While others apply for years and have points up the wazoo, and can't draw a gopher tag. I can usually get a Mulie tag in last choice unit, but can't seem to get that Antlered Elk.

Is everyone applying for same unit? If they apply for 100% draw odds units and while someone else applies for 1 in 400 odds units then I would expect them to draw a tag more frequently.

I've seen both walrus and gophers in Vegas. Strange place.
