That is the requested designation for a person that goes to a community college here in Canada. It is a Society hump that I find to be a farce but what can you do when your employer wants you to register and they are paying. Engineers have to be registered so they can put PEng hump after there names and I have to be registered so I can put CET hump after my name. (Big woop)
In other words it is a big name for Draftmans, concrete tester, soils tester, designer, jack of all trades master of none.
