I thought the Forest Service permits for sheep and cattle states that all animals were to be removed by the end of August.

That's never been the case in Idaho.

Not even close. It varies widely permit to permit. There is grazing on BLM and USFS every month of the year somewhere in CO.

Could be true for some areas, but for the Rio Grande NF near South Fork the cows are suppose to be remove by 1 September. All permits!!
