Bolt action rifles can be used as long as you do not have the magazine. I dont know what you do withe rifles that have hinged floor plate. Lever guns with tubes must have a plug.

I ended just going with a single shot cva scout 2. I really looked at getting the ruger american. It takes AR style magazines and you can by a bob sled that meets the 1 round requirement.

So…can you still use 3 in a slug gun or do you have to plug them at 1 now too?

I’d like to be a fly on the wall at these rules meetings.
 
I know a guy who literally hunts with a rifle in IL. Had the barrel cut down and shrunk the stock under X amount of inches and claims he is hunting with a handgun which is legal to kill deer with. Never looked to see if that’s right or not but don’t care too much because the poor old boy is wheelchair bound.
 
I heard 4 shots in my area that were FOR SURE magnum rifle caliber shots. I think a lot of the farmer and locals do whatever they want to do on their own property...
