How do GF Managers Design a Hunt Area/Unit?

In hunt profiles that I read, I see statements like this:
  • "managed for herd objective more than for trophy class bulls" or
  • "managed to provide hunters with the opportunity to hunt"
I'm curious to know how game managers refine hunt quotas to improve a unit for herd objective, trophy class, or opportunity?

What circumstances would exist where they want to reduce herd numbers?
 
Arizona has what is called hunt guidelines. Generally they have two types of units. Opportunity and alternative management. Each category has a range they are trying to manage for which includes buck to doe ratio, hunter success and fawn ratios. High buck to doe ratio equals more tags, low ratio equals less tags. fawn ratios predict future ratios and tags flows like the buck ratio
