Drought for the west

It’ll be interesting to see if we actually notice a difference.
I hope not. Sitting on the calls so far is a little unnerving. There is literally no concrete plan on how this agency is going to function. Hiring? Don’t know. Budget? Don’t know. Structure? Don’t know, but we have some ideas. Maybe an incremental roll-out over a couple of seasons would have been a more prudent course.

The fire guys are getting nervous. I don’t like it when the fire guys get nervous, because they generally are not the nervous types.
 
Is it still a "drought" if no humans are affected by it, or is it just that because people decided to live where it doesn't rain very often?

Is a "flood" still a flood if there are no buildings, roads or cities in the way?
