So the way I am reading the regs, I cannot accumulate points for Desert and Bighorn at the same time, correct? I am only allowed to apply for one or the other. Am I reading this right?

That is correct. You may only apply for one or the other. And there are no preference points for desert sheep. It is a straight random draw.
