Walk me through how landowner tags get you (as a nr) additional opportunity.
The more likely scenario is that R and NR LOs happily screw your opportunity to benefit eachother.
The classic example is already referenced in this thread. NR LOs were given permits and those permits came out of the NR pool.

If there ever are transferable tags - it will because the R in this state collaborated with NR LOs to take opportunity from DIY NR.
Only way its politically possible - same lie that sold hb 635.
