The hunt codes and tag numbers for each are approved at the May CPW hearing. ant draw tags till that is dome. Add in doing the draw, data quality assurance and there you have it, late May results.

The Sheep and Goat hunts and tag numbers for are approved separate and earlier that Moose, elk, deer, antelope and bear, so results come out earlier.

That part can be less than 48 hours. Once season structure and tag allocations are set and ready for the draw, there is no excuse why it isn't being done within 48 hours. They should probably just look to see what SD does as they rarely take over 48 hours after the application deadline to release the results. If they aren't doing this, the only excuse I can think of at this point is political
 
Wyoming nonresident elk says "hold my beer". Not sure anyone else takes even half as long.

On the plus side, NR's are now able to apply for and receive tags for new commission approved elk hunting opportunities. In the past 100% of those tags went to residents only the first year they were approved.

SD is probably letting some things slide. In talking to AZ draw folks, they need to make sure people didn't apply twice, that those who did apply haven't lost their hunting privileges in states that are in the compact, child support laws, ect. Yes maybe all those can be done in a week or two but when they screw up all hunters throw them under the bus and say they don't know how to do their job. When they take their time and make sure it comes out right people still say they don't know what they are doing. Even Yellowstone has bad reviews.

It's spin. With the May draw, if they change the quota or open up a new unit then it allows Nonresidents to apply for that new unit.

Originally Buzz's argument to get the draw changed to May was that if the quota was reduced that the nonresidents would get their reduction. With the January draw it was before the quotas were even set so the draw was based on proposed numbers and then any change added to or came out of the resident pool.

Since then there have probably been more quota increases than decreases so in a round about way it might have actually benefited nonresidents a tiny bit.

I don't think any of us are complaining about the switch to the May draw after the quotas have been set, that makes complete sense. Having a completely separate draw with a January 31st application deadline for Nonresident Elk is what doesn't make any sense at all.

It's not spin, it's fact.

The reason to change the draw date was to make sure the Bio's had time to look at harvest statistics, avoid a statewide meeting in the dead of winter, and to make sure the tag splits were correct with the final approved numbers. That was the main reason why @JM77 and I pushed this. The GF Director at the time was also on board.

The data we looked at shorted Residents about 350 tags by over-allocating NR tags past the 16%. That was a regulation problem.

NR's would have missed out on an asspile of excellent tags if not for the change as well. I was a beneficiary of all the tags going to Residents the first year of a new hunt approved at the April meeting twice.

The January 31 deadline was 100% pushed by the outfitters. I was there, not forced to guess. We all agreed that having the draw date for elk a couple weeks early was critical so NR's could get their draw results for elk prior to having to decide on pronghorn and deer. Again, a bigger benefit to the outfitters and NR hunters, we didn't care either way.

Looking back, probably should have pushed to have a single draw for D/E/A which would have forced NR's to decide to apply for elk, deer, or pronghorn but maybe not all 3. Would have likely increased odds for all 3 as most wouldn't have applied for all of them and helped with point creep.

But, over-all it fixed a ton of issues, gave the bio's time to look at harvest stats, see what the winters did, and made the splits correct.

I agree holding the money is not ideal, but again, nobody is forced to apply.

I didn’t read all of that. But the change has benefited me handsomely once already. I just couldn’t remember when it went it to effect by what method.
