Youth elk rifle?

Getting a set up with decent glass at that price, all in is going to be tough for new stuff. The closest would probably be Savage Axis II (450), Weatherby Vanguard (550) or Ruger Am II (599), rail and rings (+-80) and then your pick of the best of Sig/Burris/Vortex/Leupold ( at that price point all of them will be Chinese or Filipino) you can afford. I would suggest looking for decent used deals. I know when we buy used stuff the optics don't really add much to what we pay or charge due to the widely varied opinions so you can find some pretty good combos. I am working tonight so I will check the used rack to see what we have in currently....for reference if nothing else.
 
Personally, if she’s recoil shy I’d stick with the .243 and get a second Tikka .243. Shoot some 95 grain ballistic tips, 100 grain partitions, or most any 100 grain soft points and it will do the job just fine. Nothing wrong with the 7-08 or 6.5 creedbro though. Billings Scheels just had a 700 ADL .243 on the used rack for like $550, I bet they’d ship between stores. I can see if it’s still there if you want.
 
I got my kids 7mm-08 but they have taken a vast majority of elk with 300 wsm. The big medicine does not seem to bother them at all when in the field…

Thought about mentioning finding a used model 7. That would fit the bill as well.

That American Gen II does look really cool, but I don't know anyone who has one. Does they shoot pretty good?
I have a gen 2 in 243. It shoots under 1 moa while working loads up for 75 gr Hornady HP, 90 gr ELD-X and 90 Accubonds. I'm using 6.5 Stabil. The only issue is the trigger could be better but is okay if you get used to it. There is a bit of travel and a little heavy, but if you do your part it works fine.
