Here is some information on auction/raffle tags in Wyoming. I did not research too far, but I think each commissioner can donate 8 tags to any(?) non-profit organization.
Hunting auctions (Wyoming)
I don't know the details with all of the auctions (applicable state-wide, season length, etc...). I was surprised with the number of tags available though. As well as some of the organizations the money went to.
Percentage-wise this is not a huge number of tags, but I can see how the numbers could increase with everyone wanting a piece of the pie.
