wyoming area 108 elk

does any one have any info on the late season elk ,area 108 ( Dec 1 to Jan 31) We always hunt area 21 and now I see if you have a unused tag you can use it in this area 108. Is there any public grounds, is there any elk, can it be accessed in late winter?
