Say I have 1 pp from last year and I buy 1 when apply for a tag this year also.Am I able to get into a unit 100% draw with 2 prferance points or does the point only go to me if I dont draw.Reason I ask is because the one year I drew a 1st choice tag that I bought a point for they refunded my money for the point.So basically the does the point I buy this year go towards this years draw?

Nope, it goes for next year and if you buy one during the application period and then draw your first choice they refund that PP money just like you said happened to you. From what you're saying you will be in the draw this year with just 1 PP.
