According to the Colorado DOW.

The greatest threat to Colorado’s moose are people. In fact, 15 percent of the state's moose mortality each year comes from illegal kills. Because of their docile demeanor, moose have become common victims of poaching and accidental kills.
 
Theres a couple issues in Wyoming that are really impacting moose numbers. A big one is the late succession of a lot of moose habitat. Not the best browse, declining browse species, older plant communities, etc.

Theres also a brain worm, that supposedly has increased a lot with the shorter winters and over-all warmer temperatures that we've been experiencing in Wyoming for the last 10-15 years.

Of course predation has become a bigger factor as well with increases in lions, bears, and wolves...

Wyoming is also studying several of those issues pretty extensively with funding from the sale of the Wyoming Governors Moose permits...
