Rust on Benelli barrel

Guys, my nephew has acquired a Benelli pump that someone has let the exterior of the barrel rust awfully bad. I have used steel wool to get as much as possible off without taking the bluing completely off. Is there a way to go further and how can I kill the rust to stop further damage.

I had a rusty Beneli stolen from me a while back. Shoot me a pm if you are willing to exchange serial numbers to see if you found it.

Thanks! Mine was stolen about 3 years ago. It was my 16th birthday present from my father so I jump at any glimmer of getting it back.
 
Try a soft clean cloth with peppermint oil... It will take off residual rust and leave a clean finish. Wipe the barrel down with either sewing machine oil or VVL-800. Both of which are almost as light as water but will leave a rust inhibitor coating on the gun.
