They send scout parties out to determine location, so there are a number of those around MT right now. In Bozeman, we heard about a scout party just east of us. Then they get together at the Spring Council June 7th-9th to determine where. Just because a scout party was spotted, does not mean that Crow Creek area will be the location. Then the scout parties set up a Seed Camp and its announced where the gathering will be, which is held July 1-7. According to some of their networking sites, it wont be IN Billings, but that might be the largest airport nearest the site. At the point that their rideshare network is set up, it is for sure. A scout party will definitely make the news in MT and sure to scare the locals.
Now if I were a betting person, due to some of the Rainbow Family objectives, which include sustainability and getting rid of fossil fuel dependence; getting this message out to others; affecting a change by their mere presence; I would bet that the eastern part of MT with the coal mining exports to China and the nearby Bakken oil fields would be a spiritual target for their gathering, as well as the basis of their foundation originating in a Native American prophecy, with Native American participation. Weather is also a concern for them with our colder nights and it is warmer in the eastern part.
Just a perspective.

I am right over the other side of the Elkhorns from Crow Creek, and I feel for the locals in Radersburg and Townsend, if that is their chosen site. Even though the Rainbow People put a significant amount of effort into reducing their impact, the IR said there would be 7 to 30 Thousand of them. I also found this to be interesting from the article:
"They also have to explain how they’ll handle other issues, like fires, kitchens and bathroom facilities (they usually dig latrine trenches), and how they’ll do rehabilitation work."
Say 10,000 show up. Can you imagine a latrine trench for that many people?

They are already there, seen them 3 weeks ago while bear hunting in the area. The locals are not too stoked about it. They left a mess over by Dillion a few years ago.
