Pronghorn Public Land - Search

I'm looking at a hunt for 2012 and noticed that unit 16 east of Buffalo Wy has about 30% public land. Why don't they sell out? It looks like there are over 150 tags left. Anyone know if that public land is not worthy of a hunt?

Access in that area will be spotty at best. You might get some uncontested access to BLM land about eight miles up Powder River Road north of I-90 and a few other spots in the Southeast corner of that unit.
 
I scouted the unit a little bit this week while I was out there.Nice looking country and the access was so so.
 
Two friends and I stayed at the Buffalo KOA a few years back and hunted antelope on public land there. We hunted unit 15 and 16 and got 3 antelope from each unit and there is a meat processor right there in Buffalo also.
