Outfitter expansion near Elkhorns, Bull Mountain up for public comment

Any take on this? My gut reaction due to the recent climate in Montana is to adamantly oppose anything outfitters suggest. Since it's BLM land, the fees they pay for the public access don't actually go to the state of Montana right?

Outfitter Permit Expansion in the Elkhorns (HD 380)
