From what I've seen and heard, I wouldn't say he's not a micro-manager and tended to go out of his way to push his own agenda at times.
He was a huge proponent of the failed whitetail/mule deer split in spite of nearly every other biologist and GF staff being opposed to it.
I also thought a major disservice he did to the WGF and Sportsmen in the state was being a voting member on the Wyoming Governors Sportsman's task force. That was a no doubt conflict of interest, he should have served in the capacity of providing information only.
