Scenario - Resident (1 bonus pt) and NR (5 bonus pts) applying as a party for LE Elk Permit (assuming we draw the general tag). I know MT averages the points so we would have 3 points in essence, just unclear about how the application would be treated with one R and one NR? I would assume the application would be looked at as a NR app, but wanted to see if anyone could confirm.
