Last minute antelope app question???

My group has 2 pref points. I see on the website we can get another pref point with our app. Stupid question possibly here but would that give us 3 pp for this years draw?

It is a little confusing to a beginner .. I'm guessing if you draw 1st choice, they refund the preference point charge and you are ineligible to buy one over the summer?
